( 2 ) हिंदी नहीं बोलने वाले , विशेषकर वे जो दक्षिण भारतीय भाषांए बोलते थे , उन्होंनें विरोध किया कि यदि हिंदी ने राजकीय भाषा के रूप में शीघ्र ही अंग्रेजी का स्थान ग्रहण किया तो वे केंद्रीय और अखिल भारतीय सेवाओं के लिए हिंदी बोलने वालों के साथ प्रतिस्पर्धा नहीं कर सकेगें . ( 3 ) पाश्चात्य शिक्षा प्राप्त लोगों न सामान्य रूप से तर्क प्रस्तुत किए न तो हिंदी और न कोई अन्य क्षेत्रीय भाषा , आने वाले लंबे समय तक राजकीय कामकाज चलाने का कार्य संपन्न करने , विशेष रूप से कानून की ऊंची अवधारणाओं तथा न्यायशास्त्र को सूक्ष्मता से व्यक़्त करने में , समर्थ हो सकेगी .
